Edwin A. Narain, Esq. has been a prominent leader in the Tampa Bay community for more than three decades. A seasoned executive with extensive experience across business, energy, technology, law, and government, he is widely respected as a strategic thinker, coalition builder, and trusted advisor. Edwin has testified at every level of government, and his counsel is regularly sought by elected officials, CEOs, and community leaders shaping the future of the region.

Edwin currently serves as the Director of Regional Affairs for Tampa Electric Company (TECO), where he operates at the center of regional decision-making—leading high-impact engagement with elected officials, business leaders, and community stakeholders across Tampa Bay. In this role, he helps align public policy, economic development, and infrastructure priorities, while building coalitions that advance large-scale initiatives critical to the region’s growth and long-term competitiveness.

Prior to joining TECO, Edwin served as Vice President of External and Legislative Affairs for AT&T, where he led complex, multi-jurisdictional stakeholder strategy and public policy efforts. A three-time Florida Top Performance Manager of the Year (2009, 2010, and 2013), he also earned two AT&T Summit Awards, placing him among the company’s top national leaders.

A licensed attorney and highly regarded board leader, Edwin has chaired some of the region’s most influential organizations. In 2025, he served as Chair of the Tampa Bay Chamber of Commerce Board of Directors, the Boys & Girls Clubs of Tampa Bay, and the Saint Leo University Board of Trustees—positions that reflect both his leadership stature and the trust placed in him to guide complex institutions. He previously chaired the Children’s Board of Hillsborough County (2020) and the Hillsborough County Charter Review Board (2020), where he led efforts shaping governance, public investment, and community priorities.

Edwin is a former member of the Florida House of Representatives. During his service in Tallahassee, he quickly emerged as a leader, chairing the Florida Legislative Black Caucus as a freshman legislator and advancing impactful legislation. He worked across the aisle to address the historic injustices of the Dozier School for Boys, sponsored the Arthur Greene Jr. Act, and championed research and development tax credits to drive business innovation and economic growth.

His legislative leadership earned statewide recognition, including the Florida Association of Counties’ County Champion Award (2015), Legislative Appreciation Awards from the Florida League of Cities and the Florida Alliance of Boys & Girls Clubs (2016), two Distinguished Advocate Awards from the Florida Chamber of Commerce, and Legislator of the Year honors from the Florida Society of Health-System Pharmacists.

Deeply engaged in civic and fraternal leadership, Edwin is a member of Sigma Pi Phi Fraternity and Kappa Alpha Psi Fraternity, Inc. He previously served as Polemarch (President) of the Tampa Alumni Chapter of Kappa Alpha Psi and was named the chapter’s Man of the Year (2008). In 2010, he received the Leadership Award for guiding the chapter to its first Southern Province Chapter of the Year distinction.

Edwin earned his Juris Doctor from Stetson University College of Law. He also holds a Master of Business Administration and a Bachelor of Arts in Psychology from Saint Leo University. In 2025, he was named one of the Tampa Bay Business Journal’s 100 Most Influential Leaders in the Tampa Bay Area.

Edwin is married to Monica, a public school district administrator, and together they have two teenage daughters. He continues to play a key role in shaping the civic, economic, and political landscape of the Tampa Bay region.
